Housekeeping

• Uncap dependencies, as per https://iscinumpy.dev/post/bound-version-constraints/
• Cannot uncap Python version yet because Should cattrs keep the Python version uncapped? python-attrs/cattrs#275
• Move pylint and mypy configs over into pyproject.toml
• Cannot yet use from __future__ import annotations because cattrs 22.1.0 doesn't work with it (git main does, though)
