This PR includes some improvements to how this project is packaged. There are two noteworthy changes:

Include a pkg-config file for the BMI wrapped version of the HeatCXX model. This helps a downstream application find it.
Install the HeatCXX model as a library. I did this to show that HeatCXX can be used independently of BmiHeatCXX.
