Inno Setup is no longer present in newer GitHub runner images: actions/runner-images#11349

Closing in favor of #15851 (do I understand correctly that only branches from this repository itself can trigger the extra CI jobs?)

Yes, the ci/* filter is only for branches on this repo.
Btw. instead of reopening the PR, you could've just pushed the change to a ci branch and linked the actions result from the original PR. It doesn't really matter whether the branch that gets merged is actually the same as the one that's tested as long as the contents are identical.
