There's another big deps update in #4443. I would prefer to get that PR in and then rebase this PR to just focus the review of deps on the remaining ones. |

What this PR does:
Upgrades Prometheus to prometheus/prometheus@05dba96, which is the latest commit at the time of opening of this PR.
This upgrade brings in the snapshoting on shutdown for faster restarts. It is disabled by default for now in this PR with no way to enable. I will get to that part later.
