Generalize Module Service #2291
Description
Cortex initializes using a series of modules which are an abstraction on top of the util.services package. A log of this log could be abstracted into a dedicated package for modules.
This would also allow any projects to reuse the modules logic if they want to. For instance, Loki copied over most of the module code.
