Remove support for storing ring with denormalised tokens

New code should only store normalised tokens to the ring. I'd like to remove support for -ingester.normalise-tokens flag by silently ignoring it and treating it as true. Reading from ring would still understand denormalised tokens as upgrade path from older version, but all other code handling denormalised tokens would be removed.
