Drop dependabot config that updates Go modules for the go-semver and go-systemd projects are those are libraries. We should split the template to allow a pure GitHub Action part but we can do that in a later commit. Fixes: coreos#340

Weird; I was expecting a "Sync repo templates" PR to go-systemd after this one is merged (something similar to coreos/go-systemd#486, but removing the "gomod" section in dependabot.yml), but for some reason it did not happen. PTAL @travier 🙏🏻. |
