Previous chat (Accept/Reject) buttons are carry-forwarded to the new chat even after deleting chat history.

Description

If there is a apply fail, and the user switches to a new chat, the (reject or apply) still shows above the input box of the new chat.
Please check if this behavior is expected or not. Also, if we delete the history then it should not occur.

To reproduce

1. use edit tools
2. get the diff file
3. do not accept or reject and move to a new chat
4. observe that the accept and reject button are still there
