Reduce the number of tools 4 => 1
Consolidates: graph, mesh_status, health, namespaces.
Description: "Returns the topology, health, and status of the mesh or specific namespaces. Use this for high-level overviews."
Parameters: namespaces (list), duration, graph_type (app, version, workload).
