ERROR: Package 'srsly' requires a different Python: 3.14.0 not in '<3.14,>=3.9'

All the packages from the explosion org instituted upper bounds after 3.13. For the auxiliary packages it could probably be made to work, but for spacy itself it's a bigger challenge and so I propose we just wait for upstream to declare readiness

So spacy has published a 3.14-compatible version, however srsly has not seen a release that lifts the restriction in setup.cfg.

This makes no sense because spacy depends on srsly, but it's probably due to various installers like uv ignoring incompatible python version bounds, see explosion/srsly#117.

Since we run the test suite here anyway, let's just build for 3.14 and merge if the tests pass.
