forge linter is failing. other things are mostly passing. I am not sure how to move forward..

Linter fixes and fixes for the cirunner upstream CI break (see conda-forge/admin-requests#1982) are part of #262

That PR is nearly finished running the final Windows builder. Once passing, rebasing off that should fix this as well.

ok, let's merge the other one (for the release), and we can revisit this one and see if there are extra actions required.
