WIP: Bump to PyGMT v0.1.1 and enable Windows builds

I don't see a "Allow edits from maintainers" box. Perhaps I shouldn't use the repository in the GenericMappingTools account?

Hmm, not sure if they allow organization repos? I see in #2 that you were using your own account though. Might be a permissions issue.
