This is a less ambitious version of #2369 that complements conda-forge/conda-forge-pinning-feedstock#7693. It should still help to avoid spurious matches on timestamps, which played a role in #2336 I think.
It also improves the discoverability of
use_local: trueif doing local rerenders, and wondering why a migration doesn't get applied.
