Unfortunately, I don't think I'm going to have time to merge this, but if someone has time please feel free to do so. Though I think it is going to fail on Python 2.7 on Windows due to the peculiar error above. Not sure what can or should be done about that ATM. |

The joys of Windows. Thanks for getting on top this one so quickly, @msarahan. IMHO if Travis CI' s API starts acting up again, we should get this out ASAP. Not having a Windows Python 2.7 or 3.5 build is not a crisis. The infrastructure this should help is all on Linux anyways. It will only affect people's ability to download this version of |

0.10.5 following discussion with @pelson. Bringing this to your attention @ocefpaf. This should help with our Travis CI API issues. However, feel free to pull it if needed as I will be out most of today.
