Add ucx to global pinnings

Start with the latest version 1.12.1, which added run_exports. Also relevant ABI report.

@jakirkham Do you know if there's any guarantees as far as API / ABI compatibility within patch / minor releases of ucx? It would be nice to allow bugfix releases to propagate easily.

Yeah linked the run_exports line in from the PR that added it above. The first release that includes it is 1.12.1. Though generally yes any patch release is fine (we just need to make sure the run_exports is there). In 1.13 we can drop the patch version here
