rocksdb: modernize

• relocatable shared lib on macOS: see [conan-center] Add a hook to check whether installed shared libs are relocatable on Linux & macOS hooks#376
• bump dependencies
• if rocksdb:with_tbb=True, depends on onetbb recipe instead of tbb (see tbb: modernize & deprecate in favor of onetbb recipe #9162 & onetbb: support versions of deprecated tbb recipe #9164).
• CMakeDeps support
• compiler=msvc support
