ouster sdk: add v0.13.1, v0.14.0, upgrade spdlog version

Summary

This MR adds v.013.1 of the ouster_sdk, and bumps up the version for the spdlog dependency.

Motivation

Ouster SDK team released v0.13.1 and it would be convenient to have the most recent version on conan-center.

Details

The changes are under conandata.yml, config.yml, and the conanfile.py in the recipe for the package.

@jcar87 Thanks for taking a look at this! Based on the version conflict message, I'm going to set the upper-bound for spdlog in the recipe to <1.15 to prevent the conflict issue.

The ouster-sdk v0.14.0 and later will no longer rely on the conan-center version of the spdlog dependency, which will prevent this issue from showing up in future releases.
