Disable contact shadows in LightLimitFix for VR

Sets LightLimitFix::Settings::EnableContactShadows to false when loading settings, so still disabled if set to true manually in CommunityShaders.json -> Light Limit Fix:EnableContactShadows

Also makes the setting disabled and shows a hovertext like shown above (Only in VR) in ImGui

Thanks. We may need something like this for release but for dev, I'd expect not to lock anything. In fact I have code to unlock everything when in dev. During dev, just disable the setting and save that to avoid distractions.

Not necessary anymore in light of #62.
