What this does is sets the license to GPL-3.0-or-later WITH Modding Exception AND GPL-3.0 Linking Exception (with Corresponding Source). In other words, this makes Community Shaders GPL which means anyone who distributes it must share their source code. This can be overridden by a specific license within the Shaders directories.
@doodlum If you want something specific in features or package/shaders, please just upload a license file or let me know and I'll add to the PR.
