This adds a new trigger event (workflow_dispatch) but the header comment for this workflow explicitly says the caller stub "MUST NOT change: trigger event" and to instead open a PR against the central reusable/source-of-truth. To keep this repo in sync, please make this change in the org-level standard workflow (or update from the source-of-truth) rather than customizing the trigger here.
