What does this PR do?
Copies the data from the staging database to the review apps.
Currently, we don't have any seed data in the review apps, and among other problems, this means that we have no way of knowing currently if our migrations will work. This will hopefully address that issue (although I'm not sure if it will work exactly given our setup and how migrations are run currently).
