Acceptance criteria

• set up github action repository
• implement github action which runs:
  • collect on base and head refs
  • compare to create markdown file
  • creates or updates PR comment
• publish to GitHub Actions marketplace
• integrate in CLI repo's workflow
• nice to have: cache reports uploaded as artifacts
