sql: point looks up inside crdb_internal.create_type_statements do not read comments

When running the crdb_internal logic test with the local-leased-descriptor config we see failures linked with the comments not being looked up. This is because in this mode we are not reading comments inside crdb_internal.create_type_statements for the point look up index.
