Add mentions of wrangler.jsonc

Summary

Updated version of #15771.

Original description:

This commit updates the global flags section of wrangler commands, by specifying that --experimental-json-config now supports wrangler.jsonc files as well.

See cloudflare/workers-sdk#5437 and cloudflare/workers-sdk#6276

Wherever the docs mention wrangler.json, I’ve added a mention of wrangler.jsonc as well.
