Patch update of the NVIDIA k8s-device-plugin Helm chart from 0.19.0 to 0.19.1 (compare). Remaining changes are upstream Go (golang 1.26.1 → 1.26.2), gRPC (1.79.1 → 1.79.3), Kubernetes client libs (k8sio group bump), the distroless base image (v4.0.3-dev → v4.0.4-dev), and GitHub Actions infra bumps. These are upstream hygiene with no user-visible behavior change.

v0.19.1 is the latest release (release list). No newer patch or minor exists.

Hazards & Risks
