Allow the InsertImageCommand to force breaking the block #17742

It's currently impossible to insert a block image exactly at the collapsed selection position - command automatically finds the "optimal" one. In some cases, this is not an expected behavior (e.g. while inserting block image through customized mention/autocomplete plugin).
