Overview -------- Switch `@since` from "modified" version to "introduced" version. Comment ------- The [spec for `@since`](https://docs.phpdoc.org/guide/references/phpdoc/tags/since.html) is more open ("when an element was introduced _or_ modified"), but this matches similar usages in the same repo.

The spec for
@sinceis kind of interesting to read (e.g. it's open-ended and even allows multiple@sinceclauses). But this is still conformant, and it matches de facto usage in the same repo (which is also conformant).
