User experience improvement - CiviCRM Manage Events page, expand the Find Events criteria by default #21953

Overview

CiviCRM Manage Events page, Find Events criteria is hidden by default because the section is collapsed.
End users cannot see any of the search options which causes confusion and support requests.

Makes sense to me.
Test fail unrelated (a change in .po files that needs retranslating at transifex).

Test fail unrelated, this I think will make it consistent with the Contribution Page layout as well merging
