[NFC] Remove boilerplate comment block from APIv4 classes

Overview

Removes an unnecessary comment block which snuck into most APIv4 files via copy & paste.

Before

Code block with incorrect @package annotation which conflicts with the one in the class docblock, and @copyright link which is redundant with the one at the top of the file.

After
