Add controlField metadata for ChainSelect fields

Overview

Gives additional field metadata for state/province and county address fields for the sake of autogenerated forms.

Before

"ChainSelect" was in the metadata for those fields but not really usable because of the missing data about what to chain from.

After

Now there's enough metadata to implement afform address blocks.
