Seems there is something funky going on with the changelog. Lots of duplicated headers and entries.

This PR is based on PR #1222
I think the same logic as in Release v0.18.0 #1207 goes
@biozz I bumped the minor version since we are removing support for
papabut since we are still pre v1.0, we "technically" could just go with0.17.3instead. Would be fine for me as well.Originally posted by @sphuber in #1207 (comment)
So technically this could be a 0.18.1 release, but since in that PR a new major release was used I just imitated it.
