make: add makefile targets to .PHONY targets #294

Some tetragon tartgets where not parts of the .PHONY targets, add them and try to reorganize things a bit, make it easy for humans. Signed-off-by: Djalal Harouni <[email protected]>

Some targets where not part of .PHONY target, add them and while in the process do some cleanups by inlining target definition with .PHONY inclusion.
