chore: update lts plugins schema

Updated the schema for the LTS plugins list. This schema is still being updated manually.

Also updated some go.mod and CI dependencies.

Yup, maybe each plugin should provide a JSON schema, and have a shared github action to update it here when that changes.

Or even better, have a way so plugins can share the schema with fluent-bit so the schema appears with -J.
