Add information similar to what exists on Chocolatey Github with regard to contributing and committing, so that people know what can, and can't, be done.

- Began adding in the core files for describing the ChocolateyGUI project
- This includes the COMMITTING AND COMMITTERS files, as well as LICENSE and NOTICE, and also a CHANGELOG
- Took all the release notes from here: http://chocolatey.org/packages/ChocolateyGUI and put them into CHANGELOG
- Just left LICENSE and NOTICE blank for now, until I get the nod from Rob to use exact same license as Chocolatey
