Provide ability to update Chocolatey #115

Should it just pop up a message saying, "Chocolatey has an available update."? |
Now shows popup message if update to chocolatey is available.
Hmm, I think something a little more subtle would be best. In the case of Github for Windows, a small blue arrow appears at the top right hand corner, and bobs up and down. Once you click on it, you get informed of the update being available, information on the release notes, and then the option to ignore it, or install it. I quite like the idea of something like this. Thoughts? |

Sweet! :-) If you are going to work on this in this release, can you change the milestone to 0.12.0? Working on the ability to automatically pull in the release notes based on milestones, and tags. |

GUI should suggest updating Chocolatey itself (not the GUI) when it launces, ala Github for Windows.
