…tFiles Fixes mutation test-coverage gate drift: tests/unit/forwarded-header-budget.test.ts covers open-sse/handlers/chatCore/responseHeaders.ts but was missing from stryker.conf.json tap.testFiles, causing check-mutation-test-coverage --strict to fail.
