skills/cli-skill-collector/ ships on this branch but its id was never registered in CLI_SKILL_IDS, so the agent-skills-content integration test fails today with Unexpected directories in skills/: cli-skill-collector.

What changed

Registered cli-skill-collector in src/shared/constants/agentSkills.ts (CLI_SKILL_IDS) + src/lib/agentSkills/catalog.ts.
Bumped every hardcoded count literal that tracks the catalog size — this is the real blast radius: the CLI count is duplicated as a Zod z.literal(20) in src/lib/agentSkills/schemas.ts and twice in open-sse/mcp-server/schemas/tools.ts, plus the SkillCoverage.cli.total type literal, the A2A agent card, and an e2e fixture. Catalog now reports 21 CLI / 44 API+CLI / 45 total.
skills/cli-skill-collector/SKILL.md wrapped in  markers so it is regen-idempotent (matches the cli-serve/omni-auth precedent); verified byte-for-byte against b9d18dd that no workflow content was lost.

Validation (Hard Rule #18)

The regression guard is the existing suite — confirmed failing before / passing after:

before: tests/integration/agent-skills-content.test.ts → Unexpected directories in skills/: cli-skill-collector
after: 124/124 passing across every test referencing CLI_SKILL_IDS/cli.total/SkillCoverage (agent-skills-content, agent-skills-discovery, agentSkills-catalog, agentSkills-schemas, listCapabilities-a2a, agentSkillTools-mcp, agentSkills-routes).

Gates green: scoped eslint, typecheck:core, check:agent-skills-sync (dry-run, idempotent — this is the CI gate for this change).

Note: a pre-existing, unrelated docs drift (API skill count listed as 22 vs the real 23) was left untouched — out of scope here.

Revisado e validado. Diff real bate com o corpo do PR — 19 arquivos, todos contagens derivadas do mesmo catálogo. Rodei a bateria completa referenciada (124 testes) e todos passam; revertendo agentSkills.ts/catalog.ts reproduz exatamente o erro relatado ('Unexpected directories in skills/: cli-skill-collector'). Pronto para merge.

Fechando como subsumido por #7310, que já mergeou em release/v3.8.49 e registra o cli-skill-collector no agent-skills catalog (mesma finalidade do #7020 aqui). A versão do #7310 é a canônica e mais robusta: os totais api/cli derivam das id lists (API_SKILL_IDS.length/CLI_SKILL_IDS.length) em vez dos literais hardcoded 23/21 — que voltariam a ficar stale no próximo skill adicionado — e registra tanto a área cli-setup quanto cli-skill-collector. Mergear este PR reverteria essa melhoria, então encerro em favor do #7310. Obrigado pelo trabalho de registro — a lacuna do #7020 já está coberta na release. Se faltar algo específico que só este PR trazia, reabra com o delta focado.
