Summary

• add a Model Overrides section under Settings → AI for provider/model capability overrides
• persist overrides in SQLite and expose CRUD through /api/model-capability-overrides
• apply max_token overrides to resolved model capabilities as maxOutputTokens, including provider-scoped model aliases

• Supports Clamp reasoning token buffer to model output cap #6714 by allowing max token capability overrides for specific provider/model targets.
