fix(dashboard): make provider card hover visible (was ~invisible 1% opacity) - #4214

…pacity) Hovering a provider card made it look unhovered: both the providers grid card (ProviderCard.tsx) and the media-providers grid card used a 1%-opacity hover (`hover:bg-black/[0.01]` / `hover:bg-white/[0.01]`), which is effectively transparent. Switch to the dashboard's dominant, visible hover (`hover:bg-*/5`, used 100+ times elsewhere) plus a `hover:border-primary/40` highlight so the hovered card is clearly distinguished. Regression test pins both card surfaces against the near-invisible hover.

Problema
Ao passar o mouse sobre um card de provedor, ele não destacava — parecia que o hover nem acontecia. Causa: os dois cards em grid usavam um hover de 1% de opacidade (

Troca para o padrão de hover dominante do dashboard (
hover:bg-*/5, usado 100+ vezes) + um realce de bordahover:border-primary/40, deixando o card claramente destacado no hover.Validação (Hard Rule #18 — TDD)
