fix(resilience): stop combo fallback on local process pressure - #19124
resource_pressure / heap_pressure 503s are shed by this process from its own V8/cgroup state, before any upstream call. fix(combo): stop memory-pressure guard 503s from poisoning connection health #15674 keeps them out of connection health, but a combo still fell over to the next target, which sheds the same way: the fallback only added load and burned retries while the process was already under pressure.
A process-pressure 503 now ends the combo with the original response and retry hint, leaves account affinity alone, cancels in-flight hedges and releases their delay timers. Nested combos return the shed child as-is instead of an aggregate.
tests/unit/combo-process-pressure-terminal.test.ts (new; listed in stryker.conf.json)
Coverage Notes
The new suite drives the combo attempt loop, compat fallback, round-robin, dispatch prelude and hedging with process-pressure responses and asserts no further target is attempted, the original retry hint is kept and hedge timers are released.
Reviewer Notes
Only process-wide pressure codes are terminal; provider 503s and other failures fall back as before.

Bug Fixes
Process-wide resource or heap pressure responses now return immediately instead of triggering retries or fallback dispatch. The original response, including its retry guidance, is preserved.
Healthy account affinity is retained, and in-flight hedges are canceled when another attempt completes.
Combo dispatch now treats HTTP 503 responses with resource_pressure or heap_pressure error codes as terminal. The change returns these responses before retry and failure handling, stops compatibility fallback on matching responses, and clears hedge-delay timers after races settle.
The new predicate matches only status 503 responses whose object-shaped error has code resource_pressure or heap_pressure. Dispatch paths return matching responses before retry and failure handling. Tests cover pinned, nested, and direct execution, response preservation, retry prevention, and affinity state.
Fallback and hedge handling open-sse/services/combo/comboCompatFallback.ts, open-sse/services/combo/comboAttemptLoop.ts, open-sse/services/combo/roundRobinCombo.ts, tests/unit/combo-process-pressure-terminal.test.ts, stryker.conf.json
Compatibility fallback returns matching pressure responses without trying another target, and unsuccessful fallback responses are not recorded as successes. Hedge-delay timers are cleared after races settle. Tests cover fallback controls, timer cleanup, and aborting a running provider leg.
A provider failure bearing a pressure code can prevent the combo from trying another available target. Distinguish locally generated pressure responses before merging.
Security architecture risk: Moderate · up to efe37
Stopping fallback during genuine local pressure improves overload containment. However, an upstream service can return the same error codes and now terminate the entire combo request, including healthy fallback targets and in-flight hedges. The demonstrated exposure concerns availability, not additional data access or privileges.
Retained concerns
Medium · security · inferred: Upstream-controlled pressure codes acquire local-process stop authority. A selected provider returning HTTP 503 with error.code resource_pressure or heap_pressure can satisfy the new predicate, suppress healthy target fallback, and cancel sibling hedges. The predicate distinguishes error shape but not local ownership. This is newly expanded authority over the combo request, rather than merely the preexisting ability of a provider to fail its own attempt.
Security review details
Security Blast Radius
inferred — The demonstrated attackable scope is a combo request that selects the controlled upstream, including its fallback targets, running hedges, and enclosing execute-mode combos. Repeated matching responses could affect other requests selecting that upstream. This requires influence over upstream responses; arbitrary client authority to forge them and deployment-wide or cross-tenant exposure were not established.
Security Findings and Attack Paths
inferred — A provider supplies a parseable HTTP 503 body containing either pressure code. Its response reaches combo failure decoding, satisfies the new local-pressure predicate, and gains terminal authority over sibling targets. A failed remote process can therefore be mistaken for pressure in this process, weakening the intended independent-provider failure boundary.
Trust Boundaries and Controls
observed — The classifier requires HTTP 503, an object-shaped body and nested error, and one of two exact case-sensitive codes. Other statuses, prose-only matches, and other error codes do not qualify. Regression controls assert continued fallback for representative nonmatching responses, but these shape controls do not establish process-local origin.
Resilience and Maintainability Implications
observed — The pinned caller returns an accepted pressure response without falling through. Regression tests assert preserved sticky and persisted affinity bindings, successful subsequent dispatch after shedding, hedge-timer release, and cooperative sibling cleanup. These support the intended containment lifecycle, but do not prove that every production executor completes cancellation cleanup.
Hardening Proposals
proposed — Represent process-local shedding with trusted internal provenance that upstream bodies or headers cannot supply, and require that provenance before granting combo-terminal authority. Keep the public status, body, and retry hint separate from that internal decision.

Explanation
The title follows the Conventional Commits form type(scope): subject with the allowed type "fix" and scope "resilience". It states the main change: combo fallback stops on local process pressure 503 responses. The changeset matches this: the new isLocalProcessPressureResponse predicate and its use across the combo dispatch paths make these responses terminal.
Full details: Description check
Explanation
The description follows the template's main sections: Summary, Related Issues, Target Branch, Validation, Tests Added Or Updated, Coverage Notes, and Reviewer Notes. It explains the user-facing and operational change, the motivation (process-pressure 503s are shed locally, so fallback only adds load), and the new test file. Several template items are left unfilled or unclear. The Change type line is ticked as routing, but the other change-type options are not removed. Related Issues lists only a related issue, with no closing reference. The target branch is release/v3.8.53, which the template's release strategy may or may not require (the template names release/v3.8.x as the active branch). The Validation section does not mention the full CI gates, and the Coverage Notes do not give a coverage figure or state whether coverage moved.
Resolution
Optionally confirm that release/v3.8.53 is the active release base as the template requires. Consider listing the single change type rather than leaving the list of options, and add the coverage result for touched files in Coverage Notes.

…eated
An upstream (a chained gateway) can return the same 503
resource_pressure / heap_pressure body, and matching on status and code
alone stopped fallback for it. The local pressure guards now brand the
503 they build (a WeakSet identity an upstream cannot forge), internal
header wrappers that clone keep the brand, and the combo predicate
requires it. Unbranded pressure bodies fall back as before.
Re-homed to release/v3.8.54: v3.8.53 entered its release freeze, so the branch now belongs to the release captain and development continues on the next cycle. Nothing is wrong with this PR — it just needed a live base. No action needed from you; CI will re-run against the new base.
