fix(sse): let a request's own retries reuse its turn slot instead of 409ing itself - #18778
A request's own re-entries into chatCore (same-account transport retry, account rotation, combo legs under one dispatch) now reuse the turn slot that request already holds instead of colliding with it. executeChatWithBreaker opens a turn-execution ownership scope (AsyncLocalStorage, turnExecutionContext.ts); acquireTurnExecution admits a re-entry whose effective idempotency key the scope holds, with a no-op release so only the owning entry frees the slot.
Genuinely concurrent foreign duplicates keep the wait behaviour: acquireTurnExecutionWithWait waits out the in-flight turn (60s bound, 500ms poll, client abort signal stops the wait) and falls back to the existing turn_in_progress 409 only after the bound. The 409 body, headers, and the duplicate-blocked log line are unchanged.
npx tsc --noEmit clean; npx eslint on touched files shows no new findings (2 pre-existing unused-var errors in chatHelpers.ts, unchanged)
Reconciled with the current active release base (branch cut from release/v3.8.53 head edc0d51)
Production-code change includes a new automated test
Tests Added Or Updated
tests/unit/chatcore/turn-execution-guard-wait.test.ts (new): immediate acquire, null-key no-op, waits then acquires after release, bounded fallback to the blocked result, abort stops the wait, re-entry under the owner's context reuses the slot without waiting and a foreign caller stays blocked after the nested release, independent keys in one scope.
Coverage Notes
open-sse/handlers/chatCore/turnExecutionGuard.ts, turnExecutionContext.ts, and the guard call site in chatCore.ts are covered by the new test file. The dispatch-side scope in chatHelpers.ts is a one-line AsyncLocalStorage wrap around the existing handleChatCore call, exercised by the guard tests through the context module.
Reviewer Notes
The ownership scope is opened per dispatch in executeChatWithBreaker, so every chat.ts retry of one client request shares it, while separate client requests never share a scope. Combo legs dispatched under the same client request share the scope by design: they are sequential attempts of one turn, and the guard's purpose is to stop a second client turn, not the gateway's own fallback.
A nested entry that acquires a different key (different provider/model leg) registers that key in the same scope and its owner release removes it, matching the previous per-entry lifetime.
…409ing itself
The turn guard keyed only on the effective idempotency key, so the
chat.ts account loop re-entering chatCore (same-account transport
retry, account rotation, combo legs) collided with the slot its own
request still held. Each re-entry waited out the duplicate window and
then failed with a local 409 turn_in_progress, which clients surface
as a fatal non-retryable turn error.
executeChatWithBreaker now opens a turn-execution ownership scope
(AsyncLocalStorage) around the dispatch. acquireTurnExecution admits
a re-entry whose key the scope already holds, with a no-op release so
only the owning entry frees the slot. Foreign concurrent duplicates
keep the previous behaviour, now via acquireTurnExecutionWithWait:
wait out the in-flight turn (60s bound, client abort stops the wait)
and fall back to the existing 409 only after the bound.
Refs cheaper-inference#18716
…the typecheck and complexity reds
The scope lived inside chatFn, so each dispatch got a fresh key set and an attempt never recognized the slot held by an earlier attempt of the same request. Open it in handleChat around the whole request instead, restore executeChatWithBreaker to the tip (complexity ratchet 11 to 12), narrow the acquire result with === so strict:false typechecks, and add the changelog fragment.

Requests that retry, rotate accounts, or use multiple combo legs now reuse their existing turn slot instead of receiving a turn_in_progress error.
Concurrent duplicate requests with the same idempotency key wait up to 60 seconds for the in-flight turn to finish. If it remains active, the request receives the existing turn_in_progress error.
The chat handler establishes turn ownership for an admitted request. Its retries, account rotations, and combo legs can reuse the held turn slot. A concurrent duplicate waits up to 60 seconds for the slot before the existing turn_in_progress 409 fallback.
The chat handler runs the admitted implementation inside an ownership scope. Nested calls reuse the scope, which tracks held idempotency keys.
Reuse and wait for turn slots open-sse/handlers/chatCore/turnExecutionGuard.ts, tests/unit/chatcore/turn-execution-guard-wait.test.ts
The guard permits same-owner re-entry without releasing the owner’s slot. It adds polling with timeout and abort handling for duplicate acquisitions. Tests cover acquisition, waiting, timeout, abort, ownership, and independent keys.
Use wait-enabled acquisition open-sse/handlers/chatCore.ts, changelog.d/fixes/18778-turn-guard-self-retry.md
The chat core passes the idempotency key, logger, trace ID, and abort signal to asynchronous acquisition. The changelog describes slot reuse and the 60-second duplicate wait.
Concurrent identical non-streaming requests can now wait and then re-execute upstream instead of reusing the saved result, which duplicates usage and cost. Recheck the idempotency cache after a waited acquisition before merging. Disconnected clients can also still acquire a released slot.
Security architecture risk: Moderate · up to 4e8f5
A waiting duplicate can execute again after the original request has saved its completed response, creating repeated upstream work and potential costs. Caller isolation appears preserved. The remaining uncertainty concerns concurrent reuse within one request and behavior across deployed instances.
Retained concerns
Medium · reliability · inferred: A duplicate that misses the cache while the original is running can wait until the original saves its response and releases the slot, then acquire and execute without checking that saved completion. Compared with the base's immediate 409, accepted concurrent retries can now repeat an already completed logical turn and incur additional provider work or costs when another cache does not satisfy the request. Serialization alone does not preserve completion deduplication.
Security review details
Security Blast Radius
inferred — The demonstrated duplicate-work path requires matching effective keys within one process and an original execution that releases during the wait. It affects provider work associated with that authorized request; it does not establish cross-caller data access or additional credential authority.
Security Findings and Attack Paths
inferred — Concurrent same-key requests can miss completion together. After the first saves and releases, a waiter proceeds without observing that saved response. This is an introduced duplicate-execution path, not a verified authorization, secret-disclosure, or quota-bypass vulnerability.
Trust Boundaries and Controls
observed — The ownership wrapper remains inside chat admission. Resolved-model authorization, metered-budget checks, and connection restrictions still precede single-model dispatch, and effective keys retain API-key namespacing.
Resilience and Maintainability Implications
observed — Cancellation and deadline checks occur before each polling sleep, not immediately before reacquisition. A cancellation racing with release can therefore return successful acquisition. The inspected upstream-start wrapper rejects an already-aborted signal when its timeout is positive, limiting the supported consequence of this guard-level race.
Hardening Proposals
proposed — Make successful post-wait acquisition a completion-revalidation point before upstream execution, ensuring that returning a cached response still releases the newly acquired slot.

The title uses the Conventional Commits form with type fix and scope sse. It names the main change: a request's own retries reuse its turn slot instead of returning a 409 to itself. The changeset matches this: the ownership scope, the re-entry admission in acquireTurnExecution, and the wait helper all serve that purpose.

Recheck idempotency after a waited acquisition.
When the initial checkIdempotencyCache misses, the first non-streaming request can save its response before releasing the same turn slot. The waiter then acquires the slot without checking the cache and can execute a second upstream request, causing duplicate usage and cost. After a successful waited acquisition, recheck the cache with the same idempotencyKey; if it hits, call releaseTurnExecution() and return the cached response.

Recheck abort and deadline before acquiring the slot.
If the client aborts, or the deadline passes, during the polling timer, the next line can still acquire a newly released slot. chatCore then performs downstream setup even though the waiter is no longer eligible. The normal upstream path checks the propagated abort signal before dispatch. Make the timer abort-aware and recheck both conditions before acquiring the slot.
