Problem

GitHub Copilot serves gpt-6.1-terra, gpt-6.1-sol, gpt-6-luna, gpt-6-sol and gpt-5.5+ on /responses only. OmniRoute sent them to /chat/completions, and Copilot answered:

HTTP 400: model "gpt-6.1-terra" is not accessible via the /chat/completions endpoint

Root cause

  • Model discovery stores imported rows without targetFormat / supportedEndpoints.
  • inferGithubUnsyncedTargetFormat only ran when no synced row existed (!syncedMatch), and only for provider github. Once a synced row existed, the fallback was skipped and the request fell through to /chat/completions.
  • ghe-copilot had a gpt-6 heuristic that ignored an explicit providerSpecificData.targetFormat override and did not cover gpt-5.5+.

Fix

  • githubResponsesFallback.ts: cover github, gh and ghe-copilot; strip the provider prefix.
  • model.ts: run the fallback when a synced row exists but declares no endpoint or target format.
  • providerModels.ts, executors/ghe-copilot.ts: match /^gpt-(?:[6-9]|5\.[5-9])/ and honor an explicit non-Responses override.
  • registry/ghe-copilot: add gpt-6.1-terra, gpt-6.1-sol, gpt-6-luna, gpt-6-sol, gpt-6-astra as openai-responses.
  • paramSupport.ts: drop temperature for ghe-copilot on the same model family (parity with github).

Claude and Gemini ids stay excluded from /responses.

Verification

  • 145 tests pass across the 12 affected Copilot suites (github-copilot-*, ghe-copilot*, 8951-github-gpt56-responses, executors-strip-unsupported-params, provider-registry-github-copilot-targetformat).
  • Live end to end through a client, prompt plus tool call, HTTP 200 on all three:
    • gh/claude-sonnet-5.5
    • gh/gpt-6.1-terra
    • ghe-copilot/gpt-6.1-terra
  • Before the fix, both gpt-6.1-terra routes returned HTTP 400 with target_format: openai in the call log.

Notes

  • Scope is 11 files, +93/-24. No schema or migration changes.
  • Reviewers: the model.ts change is the load-bearing one, since the old gate hid the bug whenever discovery had run.

…opilot

GitHub Copilot serves gpt-6.1-terra, gpt-6.1-sol, gpt-6-luna, gpt-6-sol and gpt-5.5+
on /responses only. OmniRoute sent them to /chat/completions, so Copilot answered
HTTP 400 `model "gpt-6.1-terra" is not accessible via the /chat/completions endpoint`.

Root cause: model discovery stores imported rows without targetFormat, and the
unsynced-model fallback only ran when no synced row existed and only for `github`.

- githubResponsesFallback: cover github, gh and ghe-copilot; strip provider prefix
- model.ts: run the fallback when a synced row exists but declares no endpoint/format
- providerModels / ghe-copilot executor: match /^gpt-(?:[6-9]|5\.[5-9])/ and honor
  an explicit providerSpecificData.targetFormat
- ghe-copilot registry: add gpt-6.1-terra, gpt-6.1-sol, gpt-6-luna, gpt-6-sol, gpt-6-astra
- paramSupport: drop temperature for ghe-copilot on the same model family

Tests: 145 pass across the 12 affected copilot suites.
Live check via Raven custom provider, prompt + tool call, all HTTP 200:
custom/gh/claude-sonnet-5.5, custom/gh/gpt-6.1-terra, custom/ghe-copilot/gpt-6.1-terra.

…over the new branches

Restores the cheaper-inference#9161 rationale comment dropped from targetFormat.ts, updates the githubResponsesFallback header for the widened provider ids, codex ids and endpoint-less synced rows, and adds tests for inferGithubUnsyncedTargetFormat and GheCopilotExecutor.buildUrl.

Summary

Summary by CodeRabbit

  • New Features
    • Added GitHub Enterprise Copilot support for GPT-6 models, including GPT-6.1 Terra, GPT-6.1 Sol, GPT-6 Luna, GPT-6 Sol, and GPT-6 Astra.
    • GPT-5.5–5.9 and GPT-6–9 models, along with Codex models, can now use the Responses endpoint across supported GitHub Copilot providers.
    • Synced models without a declared chat endpoint now use Responses by default; models that explicitly declare a chat endpoint retain their existing routing.
  • Bug Fixes
    • Requests to supported GitHub Enterprise Copilot models now omit the unsupported temperature setting while preserving other supported sampling parameters.

GitHub and GHE Copilot now infer or select the Responses format for additional GPT and Codex model IDs. Synced models with declared chat endpoints retain chat routing. The GHE Copilot registry adds five GPT-6 models, and matching models have temperature stripped.

Changes: GitHub Responses inference

Layer / File(s) Summary
Provider and model-format inference
src/sse/services/githubResponsesFallback.ts, src/sse/services/model.ts
The inference helper accepts github, gh, and ghe-copilot provider IDs, strips an optional provider prefix, and matches Codex and specified GPT model IDs. Synced-model inference remains blocked when the model declares a supported chat endpoint, a target format is set, or a registry match exists.
Inference and discovered-model tests
tests/unit/github-copilot-responses-unsynced.test.ts, tests/unit/github-copilot-discovered-routing.test.ts
Tests cover qualifying unsynced and synced models, provider aliases, prefixed IDs, excluded models, and discovered models with or without chat endpoint metadata.

GHE Copilot routing

Layer / File(s) Summary
Model matching, registry, and request routing
open-sse/config/providerModels.ts, open-sse/config/providers/registry/ghe-copilot/index.ts, open-sse/executors/ghe-copilot.ts
The GHE Copilot fallback matches GPT-5.5–5.9 and GPT-6–9 IDs. The registry adds five GPT-6 models with the Responses target format and a 128,000-token output limit. An explicit non-Responses target format suppresses model-name-based Responses routing.
Parameter handling and routing validation
open-sse/translator/paramSupport.ts, tests/unit/executors-strip-unsupported-params.test.ts, tests/unit/ghe-copilot-targetformat-parity.test.ts, tests/unit/ghe-copilot.test.ts, changelog.d/fixes/18743-copilot-gpt6-responses-routing.md
GHE Copilot strips temperature for matching models. Tests cover this behavior, registry format parity, and endpoint routing. The changelog records the routing and temperature changes.

Possibly related PRs

  • cheaper-inference/OmniRoute#18560: Both changes route overlapping GPT model IDs to OpenAI Responses, but this PR covers GitHub and GHE Copilot while #18560 covers AgentRouter.
Merge Risk: Moderate · up to 3617f

GHE Copilot custom models that explicitly request a chat format can still be routed to the Responses endpoint when their IDs match the widened GPT pattern. Resolve the precedence between explicit custom formats and the name fallback, or accept the limitation, before merging. The core routing change itself is otherwise reasonably covered by tests.

Security architecture risk: Low · up to 3617f

Requests are routed differently within existing provider connections, without a demonstrated expansion of credential access. Some uncertainty remains about upstream tool handling and deployment-specific settings.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The incremental exposure is requests for newly eligible identifiers within existing Copilot connections, particularly synced entries without endpoint metadata. A caller can influence format selection through the requested identifier, but the inspected routing does not turn that identifier into an arbitrary destination URL or grant a different connection identity.

Security Findings and Attack Paths

  • inferred — A client-supplied non-function tool definition can be forwarded through Chat-to-Responses conversion for newly inferred requests. This does not establish unauthorized tool execution: the translator already preserved these definitions, Copilot was not subject to the function-only normalization rule, and upstream acceptance and execution are unverified. No active PR security concern is retained on that basis.

Trust Boundaries and Controls

  • observed — Chat-to-Responses conversion sets store:false unless connection metadata explicitly enables Responses storage. The existing continuation policy normally strips previous_response_id when storage is disabled, but preserve mode and the auto-mode empty-input exception can retain it. Inference itself does not enable storage or alter these exceptions.

Resilience and Maintainability Implications

  • inferred — The changed format decision is request-local rather than a shared-state transition. An inference failure returns fallback metadata without committing a partial catalog or connection update, so the inspected change does not introduce a new persisted transition requiring recovery or rollback coordination.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Honor custom-model chat declarations.

If an operator adds a custom GPT-6 model with apiFormat: "chat-completions" and supportedEndpoints: ["chat"], a matching metadata-free synced row now causes this fallback to select Responses. The guard checks only the synced row and targetFormat, not the custom model’s chat declaration. Preserve the custom declaration before inferring a format. (raw.githubusercontent.com)

Give explicit custom model formats precedence over the GHE name fallback.

For a ghe-copilot custom model such as gpt-5.7-custom-chat with targetFormat: "openai", the name fallback in getModelTargetFormat returns "openai-responses". resolveChatCoreTargetFormat checks the model-level result before customModelTargetFormat, so the explicit chat format is ignored and the request is translated for Responses.

If the resolved format does not reach GheCopilotExecutor.buildUrl through providerSpecificData.targetFormat, buildUrl calls getModelTargetFormat("ghe-copilot", bareModel) again. That call returns "openai-responses" and selects /responses. Passing the explicit format to the executor is also required.
