fix(compression): legacy stacked dispatch with zero enabled engines resolves to off - #18650
Fixes#18637 for the legacy-install trap: with no stored engines row and defaultMode: "stacked", the dashboard renders the backfilled engines map — which can show every engine off (lossy-only default combo, caveman/rtk configs off) — while dispatch still ran a stacked pipeline.
Seam: deriveDefaultPlanFromConfig in open-sse/services/compression/planResolution.ts, legacy branch, defaultMode === "stacked" only: zero enabled engines in the backfilled map now resolves to off. This derivation is shared by runtime (resolveBasePlan) and the panel preview, so display and dispatch agree by construction; off also disarms chatCore's default-combo injection, so no second guard is needed. Single-mode defaultModes always backfill their own engine, so stacked is the only case that can be zero-enabled.
Correction to the issue's repro: on stock 3.8.53 the seeded default combo is session-dedup + lite, so a plain "no engines row" install displays those two ON and dispatches the same pair — already consistent, intentionally left stacked. The real trap needs a default combo without a structural engine; the new test seeds exactly that.
Verification
New tests/unit/compression/legacy-stacked-all-engines-off-18637.test.ts (real DB read path, isolated DATA_DIR), 4 cases: all-off backfill + stacked → off (red on base, green with fix — re-verified independently by reverting only the production file); stacked with caveman on → still stacked (no over-fix); explicit all-false row → off; defaultMode: off → off.
Neighbors 16 files / 113 tests; sweep of 54 files touching the plan path = 493 pass; compression UI Vitest (36) pass; Prettier/ESLint clean; pre-commit gates pass.
Out of scope, unchanged: a {} engines row is still treated as no row, and the UI does not flag display-only toggles.
…esolves to off
A legacy install (master on, no stored `engines` row, `defaultMode:
"stacked"`) ran a stacked pipeline while the dashboard — which renders
the backfilled engines map — showed every engine off. The legacy branch
in deriveDefaultPlanFromConfig trusted defaultMode alone, and chatCore
then injected the seeded default combo.
The legacy "stacked" branch now consults the backfilled map: with zero
enabled engines it returns `off`, matching the display. Single-mode
defaultModes always backfill their own engine, and a legacy install
whose backfill still enables an engine (e.g. caveman on) keeps its
stacked dispatch, so the only behaviour change is the all-off case that
had nothing left to preserve. Explicit (panel-saved) rows are untouched.

Bug Fixes
Corrected compression behavior for legacy configurations using stacked mode: dispatch now resolves to off when no engines are enabled, while retaining stacked mode when an engine is enabled.
Legacy stacked compression mode now resolves to off when no engine toggle is enabled. Tests cover legacy settings, explicitly stored engine settings, and a legacy setting with caveman enabled.

Resolve legacy stacked mode and verify plan selection open-sse/services/compression/planResolution.ts, tests/unit/compression/legacy-stacked-all-engines-off-18637.test.ts, changelog.d/fixes/18650-legacy-stacked-all-engines-off.md
Legacy stacked mode resolves to off when no engine toggle is enabled. It remains stacked when an engine is enabled. Tests cover these cases, explicitly stored engine settings, and legacy default-off settings. The changelog records the dispatch behavior.
Legacy installs with stacked mode and all engines off now correctly skip compression. They may also lose a default combo's configured output styles, which is a narrow regression. The new test file can interfere with other tests when run through the fast single-process runner. Address these before or shortly after merge; none are severe.

Explanation
The description covers the summary of the fix, the related issue (#18637), verification steps with a new test file, and the out-of-scope items. It does not fill in the template's Target Branch checklist, the Validation change-type selection, the Tests Added Or Updated list, the Coverage Notes, or the Reviewer Notes. These sections are present in the template but missing from the description, so the description is only partly complete.
Resolution
Consider adding the following to the description. Mark the Target Branch checklist, including the base branch confirmation. Select the change type under Validation. List the changed test file under Tests Added Or Updated. Add a Coverage Notes entry that explains coverage of the planResolution.ts change. Add Reviewer Notes on the shared derivation path and the out-of-scope {} engines row behavior.

Explanation
Issue #18637 requires removal of the legacy display/runtime mismatch. In deriveDefaultPlanFromConfig, legacy defaultMode: "stacked" now returns off when the backfilled engine map has no enabled engine. The existing explicit all-off path remains off. The new test covers the no-row all-off case, preserves stacked behavior when caveman is enabled, and covers defaultMode: "off". This also applies to {} rows because the issue states that both absent and empty rows use the legacy path.

Preserve the default combo’s output styles.
If the legacy default combo has outputMode or outputStyles configured, this return prevents handleChatCore in open-sse/handlers/chatCore.ts from loading those settings. Output styles are applied independently of compression mode, so the configured style stops working on every affected request. Load the combo’s output settings separately while keeping its compression pipeline off. (raw.githubusercontent.com)

Update the `anyEngineOn` early return in the plan resolution flow to keep the
compression pipeline off while still loading the legacy default combo’s
configured `outputMode` and `outputStyles`. Preserve the existing off-mode
behavior and ensure those output settings remain available to `handleChatCore`
independently of compression.

test:unit:fast uses --test-isolation=none, so test files share the module cache. If an earlier test imports src/lib/db/core.ts, its module-level SQLITE_FILE remains bound to the earlier DATA_DIR. This test then resets and removes TEST_DATA_DIR, while getDbInstance() can use the earlier database directory. The tests can share database state even though resetDbInstance() closes the current handle.
Move this test to a process-isolated test group, or otherwise run it with --test-isolation=process.

Run the test containing getDbInstance and resetDbInstance with process
isolation, rather than the shared-module-cache test group, so its DATA_DIR is
bound before src/lib/db/core.ts loads. Preserve the existing test behavior while
configuring it to use --test-isolation=process or moving it to an equivalent
process-isolated group.

Scope the reset hook to this suite.
test:unit:fast loads test files in one process. This top-level hook therefore runs before unrelated top-level tests too, closing the shared database and recreating the test directory. Wrap these tests and hooks in a describe block so the reset applies only to this suite. (nodejs.org)
