fix(sse): forward configured combo service tier - #18553
With the production changes reverted to the tip (tests kept):
✖ combo forwards flex tier to every OpenAI upstream attempt
✖ a mixed combo sends its tier to the OpenAI target and not to a strict gateway
✖ comboRuntimeConfigSchema validates and normalizes both tier spellings
ℹ tests 35
ℹ pass 32
ℹ fail 3
The tier is only sent to openai, azure-openai and codex targets; strict gateways keep the request unchanged.
The tier was set on the body shared by every target, so a mixed combo sent service_tier to
strict OpenAI-compatible gateways, which answer 400. It now applies per dispatch using the
existing openai, azure-openai and codex allowlist, moved with the tier values to a shared
config module. Other targets get the body the client sent.
Adds service_tier and serviceTier to comboRuntimeConfigSchema so bad values fail at write
time instead of being ignored at request time.
Combos can set an OpenAI service tier using service_tier or serviceTier. Valid tiers are applied to OpenAI, Azure OpenAI, and Codex attempts; requests to other providers remain unchanged.
Bug Fixes
Invalid tier values are rejected when saving combo settings. An unset tier leaves the client’s request unchanged.
Combos now accept validated OpenAI service-tier settings and apply them to each eligible provider dispatch. Unit and integration tests cover normalization, provider targeting, request-body preservation, and fallback attempts.
Changes: Combo service-tier handling

Summary
Service-tier values and validation open-sse/config/serviceTier.ts, src/shared/validation/schemas/combo.ts, open-sse/translator/request/claude-to-openai.ts, tests/unit/combo/combo-context.test.ts
A shared allowlist defines accepted tiers and providers. Combo runtime configuration accepts service_tier and serviceTier, normalizes values, and validates them against the allowlist. The request translator uses the shared constants.
The combo handler wraps single-model dispatch. The wrapper applies the configured tier to OpenAI, Azure OpenAI, and Codex targets, using the target provider when available and otherwise the parsed model provider. Unit tests cover targeting, precedence, and request-body preservation.
Integration tests verify tier forwarding on OpenAI fallback attempts and omission on a Groq attempt. The changelog describes the configuration and accepted values.
cheaper-inference/OmniRoute#18258: Both changes affect combo per-target attempts. This PR applies the configured service tier on each dispatch call, including retries.
Merge Risk: Moderate · up to 13f17
Nested combos can send the wrong service tier to upstream providers. Pass the original dispatcher to child combos before merging.
Security architecture risk: Low · up to 13f17
The change is limited to service-tier selection and preserves the inspected credential-level restrictions. However, a parent combo’s tier can silently replace a nested combo’s explicitly configured tier, creating routing-policy drift. No authorization bypass or broader access was demonstrated.
Retained concerns
Low · architecture · inferred: Recursive dispatch carries the parent’s tier-wrapped handler into nested combos. A child first applies its configured tier, then the parent wrapper replaces it before upstream dispatch. For example, a priority parent can override a flex child on an eligible provider. This creates configuration-policy drift across combo ownership boundaries. Missing parent tiers, matching tiers, and non-eligible providers avoid the conflict; forced Codex API-key policy remains authoritative.
Security review details
Security Blast Radius
inferred — The demonstrated impact is service-tier metadata on existing eligible upstream targets, including descendant targets reached through nested combos. The wrapper does not itself change provider identity, connection selection, credentials, or destinations. Deployment-wide tenant exposure was not established by the inspected evidence.
Trust Boundaries and Controls
observed — The inspected combo create and update routes require management authentication and schema validation before persistence. These are controls on configuring the new tier; the inspected route blocks do not independently establish deployment-specific tenant ownership.
Resilience and Maintainability Implications
observed — The new wrapper holds a normalized tier without mutable per-attempt state and does not mutate the caller’s body. Inspected timeout and concurrent-attempt paths retain abort-listener and timer cleanup, while outer finally blocks retain quota and candidate cleanup. These controls limit state leakage but do not correct the recursive policy-ownership conflict.

Pass the original dispatcher into recursive combos.
When a combo-ref runs in fusion or runtime-unit mode, buildBaseOptions forwards the wrapped handleSingleModel to the child. The child wraps it again, so the parent wrapper can replace the child’s configured tier or apply the parent tier when the child has none.
Pass dispatchSingleModel through recursive options. Keep handleSingleModelWithTimeout for the parent’s own targets.
Add a parent/child tier test for a supported target. Cover both a child with a configured tier and a child without one.
