Summary

The base image overlays patched copies of npm's own bundled packages, because the container scanner reads /usr/local/lib/node_modules/npm/node_modules. That overlay still installs ip-address@10.7.3, which falls inside the range affected by GHSA-rxp7-6hxx-x8q5 (quadratic zone-identifier match in Address6, affects <= 10.7.3).

This PR moves the overlay to ip-address@10.7.4. The new version is still within socks's ^10.1.1 range. It also raises the floor in tests/unit/dockerfile-npm-bundled-cve-patch.test.ts, so a future edit cannot drop the overlay below the patched version.

This complements #18066 / #18067, which bump the application's own ip-address (Dependabot #329) but do not touch the Dockerfile. It does not overlap them.

Validation

tests/unit/dockerfile-npm-bundled-cve-patch.test.ts:

  • with the current base Dockerfile (10.7.3): 4 pass, 1 fail (the new floor);
  • with this change (10.7.4): 5/5 pass.

eslint (with suppressions) and prettier --check are clean on the test file. The image build itself is left to the Docker workflow in CI.

⚠️ base-red inherited: #17219
