• make the opt-in segment_aware Video Bridge sampler use one bounded, local-only FFmpeg structural pass for scene, freeze, blur, exposure, and SI/TI evidence
• allocate the existing 1-16 frame budget away from frozen spans while preserving long-tail timeline coverage and the legacy allocation when structural evidence is unavailable
• fail open to deterministic uniform sampling on malformed evidence, missing filters, detector failure, or timeout; caller aborts still terminate extraction and clean the private temporary tree
