feat(dashboard): CheaperInference sponsor banner + banner links via the shortener - #11196

… links through the shortener - New CheaperInferenceSponsorBanner on the dashboard home, same size/shape as KimiSponsorBanner, no version gate (durable partnership). Uses the cheaperinference ProviderIcon and the brand green (#31f889) with the dark ink CTA (contrast, per colors.ts token). - CTA points at https://link.omniroute.online/cheaper — the branded short link — so clicks land in our Kutt metrics. - VscodeCopilotBanner CTA now points at https://link.omniroute.online/vsx instead of the raw Marketplace URL, for the same reason. - i18n strings in en + pt (en is the namespace-level fallback for the other 41 locales). - Tests: new cheaperInferenceSponsorBanner.test.tsx (render, CTA href, dismiss persistence); vscodeCopilotBanner.test.tsx updated to the new CTA URL.

Three are upstream base-reds inherited via the merge; one is our codex feature growing a file past its cap. - secrets (gitleaks): upstream's CheaperInference sponsor banner (cheaper-inference#11196) added a DISMISS_STORAGE_KEY localStorage constant matching the generic-api-key rule, but only the sibling kimi banner key was allowlisted in .gitleaks.toml. Added the cheaperinference variant (same UI-identifier pattern, not a credential). Fails on pristine upstream too. - open-sse-typecheck: upstream's Magnific rename (cheaper-inference#10594) left a dead comparison in src/lib/providers/imageValidation.ts:65 — `statusCode === 400` where getSafeOutboundFetchErrorStatus only ever returns 503|504|null (TS2367). Replaced with the canonical isSecurityBlockError(error) helper (the same predicate validation/transport.ts already uses for securityBlocked), which is what the check actually intended. Fails on pristine upstream too; gate back to frozen baseline (5). - mutation-test-coverage: upstream added chat-routing-synced-inventory-11089 (cheaper-inference#11089) and security-route-guard-tiers (cheaper-inference#11189) tests but didn't register them in stryker.conf.json tap.testFiles. Added both. Fails on pristine upstream too. - file-size: OUR codex-app-server health check grew src/app/api/providers/[id]/test/ route.ts to 1334 lines (> frozen cap 1215). Extracted testCodexAppServerConnection + makeDiagnosis into a sibling module codexAppServerHealth.ts; route.ts now 1212. No behavior change: codex-app-server 26/26, connection-test suite 24/24 green in-container; new module import-smoke OK.

Adapta tutorial CTA href now points at the branded shortener (link.omniroute.online/adapta) while keeping the visible link text as the real domain. Completes cheaper-inference#11196's shortener rollout.
