CompatHelper: bump compat for JET in [weakdeps] to 0.10, (keep existing compat)

This pull request changes the compat entry for the JET package from 0.9 to 0.9, 0.10.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

I forget the details, but we cannot currently upgrade to JET 0.10 (hence the failing CI above). This is something we might need to revisit in the future or, potentially, drop the JET dependency in favour of something else, as I'm not sure whether it's going to be possible to run a single version of JET on both Julia 1.10 and 1.12.

Annoyingly it looks like compat helper with keep opening new PRs if I modify the title of this one, so I've had to change it back. Either way, please do not merge this.

For CI or testing purposes, can we leverage Julia-version-specific Manifest.toml for Julia 1.12 and beyond?

I don't think so, because we don't commit a manifest to the package (and I definitely don't think we should start doing so).
