Summary

Inside the HeaderGlobalBar component I want to easily have a menu open like the HeaderMenu and HeaderMenuItem that manages focus, openstate, handles clickOff, click on another menu, close on click, etc

Justification

This will make it easier to implement Profile, Notification Bell, and other actions in a repeatable fashion and provides a utility function.

It is probably one of the most continuously rebuilt functions for implementing the header.
