Sync eBPF and PowerPC bindings

Adds missing bindings for two PRs I've made:

• Add eBPF callx instruction #1886
• Add PowerPC paired-singles support #1898 (including test)

Adds missing CS_MODE_SPE, CS_MODE_BOOKE constants to OCaml and Java bindings.

Adds OCaml to EditorConfig file and fixes some whitespace problems.
